Registering condominium managers: what does the 31 October deadline mean?

31 October 2026 marks the end of the transitional period during which an elected condominium manager or management committee chair may manage the community's affairs without being registered. The new decree that entered into force on 23 October also regulates the procedure for notifications and how representation is ensured in the meantime.

What has to be registered?

The fact that the office has been established must be entered on the condominium's master sheet in the land register. The register contains the data on the office holder and the mandate specified by law. For individuals, providing an e-mail address and telephone number is optional; for organisations, it is mandatory.

Two deadlines with different meanings

  • 31 October 2026: until this date, the Condominium Act allows an elected office holder to manage the community's affairs without registration, provided they can credibly prove their authority.
  • 15 days under the new decree: as a rule, the application for registration must be submitted within 15 days of election. For office holders elected earlier but not yet notified, this is 15 days from the decree's entry into force. There is an exception if it is already known at the time of entry into force that the office will end within 30 days.

The deadline for submitting the application and the transitional possibility of acting without registration are therefore not the same. Submitting the application is not in itself the same as registration.

How does registration work?

The obligation must be fulfilled through a legal representative. The application requires an appropriate extract from the Book of General Meeting Resolutions, typically countersigned by an attorney or in-house counsel; a notarial deed is an exception.

The electing resolution must contain, among other things, the necessary data on the office holder and the property, the dates relating to the office and the legal relationship, the acceptance of the election and the general meeting's unconditional and irrevocable consent to registration. If an earlier resolution lacks the data required by the decree and its extract is needed in the new procedure, the decree requires a new general meeting and a resolution with the appropriate content.

What happens if there is no registered manager?

After the 31 October deadline, as a rule only a registered office holder may manage the community's affairs. However, the new decree also provides a transitional solution: until the first registration, the audit committee or, failing that, a co-owner appointed by the co-owners manages and represents the community. This does not extend to tasks relating to registering the establishment of the office.

Missing the deadline therefore does not automatically mean that the condominium cannot function at all, but it is not worth delaying putting the documents in order.

Annual report and supervision

Registration of the fact that the annual report adopted by the general meeting under accounting rules has been submitted must be requested within 15 days of its adoption. This is not the same as merely approving the annual statement of accounts: the decree expressly refers to a report prepared under accounting rules.

The town clerk (jegyző) checks compliance on the basis of data provided. The first request must be sent by 15 February 2027; for examining failures to make the first registration, the decree specifies 31 January 2027. This does not extend the notification deadlines.

What should you do now?

  • Check the condominium's master sheet and any application already submitted.
  • Have the content of the electing resolution reviewed.
  • If necessary, prepare a new general meeting and arrange interim representation.
  • Build the notification of the annual report and later changes in data into the condominium's routine.

For condominiums and their managers, I review resolutions, prepare the necessary documents and handle the land registry procedure.
